Europe experienced widespread relief on Monday, as the diplomatic emergency triggered by the introduction of a new 28-article proposal for resolving the conflict appeared – momentarily – to have been defused. A Washington representative spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its retaliation: an extensive attack of missile and drone strikes on Kyiv.
The Rhythm of Negotiation and Warfare
The succession of conflicting incidents captured the grim essence of the recent timeframe. By day, negotiation efforts are conducted: hopeful statements are delivered from multiple capitals. Considerable effort is allocated on containing particular approaches. By night, Moscow forcefully demonstrates the world that, for them, war remains the main instrument for achieving "peace".
Nocturnal Warfare
As military strikes unfolded into the early hours of Tuesday, the current condition of Ukraine's exposure was revealed. Ukraine is able to track missile launches from Russian territory, a ability provided through current data. From witness perspectives, Ukrainian air force fighter jets that had been deployed to intercept incoming guided weapons flew past – advanced fighter aircraft provided to Ukraine by European allies.
Shortly after, Kyiv's air-defence systems thundered: several firings fired to intercept a hostile projectile. This was a advanced protection mechanism at work, probably delivered by Western nations. Every firing shakes the surroundings, causing tremors. The moment of terror quickly gives way to grim resignation: possibly the approaching threat won't cause damage this time, sparing the city from devastation and further power outages.
Persistent Threats
Following this, a large-caliber weapon engaged a aerial vehicle in the vicinity, part of a mobile-fire group – almost certainly allied-provided weaponry. Unfortunately, the shots failed to hit the opposing UAV – it continued its flight toward its objective.
With pauses, this continued until dawn. Kyiv awoke to the morning news: multiple fatalities, destruction and infrastructure problems in many homes as a result of the night's assault. As customarily, everyone still continued their routines – living the war. But those full day demonstrated Ukraine's essential dependence on international aid – a reliance that neighboring countries are clearly incapable to replace in the short term.
Unsuccessful Negotiations
The detailed framework from American leadership generated strong feelings, discussion and serious worry – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have seen this script before, after earlier high-level meetings and bilateral conferences.
Every new proposal from US leadership unfolds according to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, manages to fend off. They stabilise the situation but never actually secure success. This cycle will, certainly, continue.
Tactical Assessments
It is tempting to accuse particular leaders of consistently pushing Russian terms. But that does not seem to be the entire situation. US administration works based on a assumption understood by seasoned negotiators: you cannot secure via talks what you have been unable to protect through force. The American government believes that it is unfeasible to pressure the Kremlin to abandon the areas that it currently occupies in Ukraine's occupied territories.
The problem is that while recognising this factual reality, Washington does nothing to prevent Kremlin actions, through statements or actions, from believing that the current condition will not shift further in its favour in the months ahead.
Divergent Views
Therefore, Moscow is confident that duration works to their advantage – that Ukraine and its supporters are coming close to fatigue. Their motivation to agree to terms that does not give them the maximum possible gain is close to zero. There may be multiple initiatives to stop fighting, but they will continue as long as Russia's leadership remains highly assured in the result.
On the contrary, Kyiv believes that Ukraine can still endure, slowly losing civilians and areas but preventing a complete military breakdown until conditions improve in its benefit.
Present Conditions
Factually, there are no real preconditions for a ceasefire. Now, subjective factors are coming into play: leadership ambitions to broker a ceasefire and obtain worldwide acknowledgment, and Kyiv's double obstacles – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the flag against any plan Kyiv finds unworkable, so that their attention does not move to internal issues. And although their task will now be significantly challenging after recent developments, it remains quite doubtful that this will modify their basic position.
These conflicting dynamics are driving the talks.
Summary and Prospects
It took a just a single week to kill the suggested clauses of the current initiative. Forceful and unpredictable management of the matter by Washington, opposition by Ukraine and the rest of Europe, along with pacifying measures of diplomats, and finally, current information leaks, all did their job.
While new proposals based on previous concepts are imminent, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are founded on Moscow's terms and show certain reluctance to modify developments, if they remain united and enhance their military capacity at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the coming months, primarily depend on sustained allied backing.
